The UK's railways has a record of being one of the safest in Europe but some serious, avoidable accidents, still occur. The Rail Accident Investigation Branch (RAIB) was established by the UK Government in 2003 as an independent and expert organisation to investigate accidents on the UK's mainline railways, metros, tramways and heritage rail systems.
Carolyn Griffiths was appointed as Chief Inspector by the Secretary of State to set up the organisation and lead its operations. The RAIB team consists of railway engineers, operators and other specialists including experts in forensic evidence and human factors. On average the RAIB investigates 25 accidents a year. Insights for Indian Railways
Railway Level crossing accidents have been a major concern in India. The Indian Railways has over 31,000 level crossings, around 40% of which are unmanned. With a High Level Safety Review Committee recommending the elimination of all level crossings within the next five years, the IET Lord Austin Lecture assumes greater relevance and significance. Level crossing accidents are a predominate risk on the mainline railways even in the UK. The RAIB has made significant recommendations in this area and the industry has a major crossing safety programme underway.
The IET Lord Austin Lecture for 2013 will examine the investigations undertaken by the RAIB, the lessons that have been learned and the actions the UK's industry have taken as a result. It will share the way in which the RAIB conducts its investigations and a number of case studies including, in particular, level crossings accident investigations.
In her talk, Carolyn will share the recommendations made by RAIB in this area, which will also serve as valuable insights for Indian Railways and all related industries.
